Design, Implementation and Monitoring & Evaluation
Building local operational capacity in design, implementation and M&E activities, enhancing effectiveness of programmes and projects, accountability, identifying best practices for scaling up project activities and providing evidence for policy-based decision-making.
Training approach is underpinned by the following considerations:
· Training considers the intricacy of policy and planning mechanisms, the complexity of relations between stakeholders and the need to promote participatory planning processes.
· Training is based on the OECD DAC methodology and assessment criteria (Relevance, Efficiency, Effectiveness, Impact and Sustainability).
· Training on participatory design, assuring sufficient engagement of local partner from the outset, facilitating ownership and sustainability (to guide M&E strategy and activities, accordingly);
· Training in Needs Assessment/Institutions Needs Assessment; data collection (Quantitive and Qualitative), Focus Group Discussion, conducting Survey/Questionnaire, analyzing data;
· Training on implementation modalities / aid delivery methods (in line of Aid Effectiveness principles);
· Training on M&E system and methodology in view of Result Based Management (RBM), the link between M&E and strategic planning and between budget, results and reporting;
· Training on development of the results based framework in line with country programme framework, including the programme outcomes, outputs, indicators, targets and baselines;
· Closure of the project cycle - linking evaluation to future improved project design;
